Design to Build – Townhome-style Apartment Complex in Baton Rouge Mold Abatement

EE&G was hired to complete a Design to Build Project – Townhome-style Apartment Complex in Baton Rouge Mold Abatement. Project: conduct a preliminary site inspection for mold impacted materials at a townhome-style apartment complex in the City of Baton Rouge. A preliminary site inspection for mold impacted materials at a townhome-style apartment complex in the City of Baton Rouge was successfully completed.

EE&G drafted a remediation protocol to address the presence of mold growth on the surface of wood framing components with the intent of the cleaning procedure to remove the surface mold and restore the wood to a condition it would have been prior to having the growth.

After wood framing components were cleaned, EE&G’s supervisor/hygienist conducted visual inspections and preliminary surface diaper testing to verify that wood surfaces were cleaned. Mold abatement need? Give us a call.

Periodic laboratory testing was performed to validate the visual inspections and use of the “diaper test” method for determining when a surface is clean. Testing was performed at the discretion of a 3rd party hygienist. Mold testing and Mold abatement available 24/7. If testing determined that an area did not pass, that area was re-cleaned.

EE&G Was Retained by The Ritz Carlton Hotel Company

EE&G was retained by The Ritz Carlton Hotel Company, LLC to conduct an initial Site Assessment, which was used to better design the expanded soil excavation event needed to address the source of the free-floating product (FFP) observed in a tank excavation area.

Approximately 4,000-gallon steel UST was discovered at the eastern portion of the property, reportedly under former shuffleboard courts. The UST was found to be rusted and pitted & was partially filled with oily water. The UST was removed and position adjacent to the excavation by the onsite construction crew, and then covered with visqueen. EE&G visited the site and observed the open UST excavation, and stained soils were observed at the surface of the excavation. The location of the removed UST was reported to be in the area of the future underground pool and also was in the vicinity of the proposed dewatering activities which are part of the redevelopment of the site.

IRA activities were performed, including the source removal and stockpiling of impacted soils, and the skimming of free-floating product form the open excavation. Confirmation soils samples were collected from the excavation walls and characterization samples were collected from the stockpiled soils.

FFP was again observed in the excavation during the inspection and was pumped out. However, was evident that the surrounding soils are providing a source for FFP, and may impact future development and dewatering activities. Therefore, the objective of this initial Site Assessment was to evaluate the soil and groundwater quality surrounding the tank excavation area, which was used to better design the expanded soil removal task, and provide a baseline for the Site Assessment Report (SAR), required by the regulatory agency (Miami-Dade County DRER).

EE&G conducted a Soil and groundwater sampling event via the use of a direct-push drilling technique. Sampling was conducted in accordance with the Florida Department of Environmental Protection (FDEP) Standard Operating Procedures (SOPs), per Chapter 62-160, Florida Administrative Code (FAC).EE&G installed four temporary monitoring wells around the UST excavation area. The monitoring wells were used to assess for the presence of FFP. Additionally, an initial set of groundwater samples were analyzed for the following parameters: VOAs by EPA Method 8260, PAHs by EPA Method 8270, TPHs by Method FL-PRO.

Civic Center Brownfields Site City of Miami’s Brownfields Redevelopment Grant

A second primary focus of the grant focused on the City-owned Civic Center Property, which was impacted with dioxins and heavy metals (arsenic, barium and lead) associated with the historic dumping of incinerator fly-ash. EE&G conducted soil and groundwater assessment activities, prepared a Site Assessment Report, and conducted a Risk Assessment to assess the actual “risk” to human health and the environment, and finished with a Feasibility Study to evaluate available remedial options. EE&G negotiated the tentative approval from the Miami-Dade County DERM to redevelop the property while leaving the impacted debris in-place under a protective engineering control and Restricted No Further Action.

Subsequently, EE&G assisted in the preparation of a Brownfields Economic Development Incentive (BEDI) grant application, which was approved by the U.S.HUD for $1,000,000 in cleanup funding and a $4,000,000 Section 108 loan. Therefore, the developer opted for an approach that would remove the impacted soils prior to development. Mr. Craig Clevenger, P.G., (EE&G) assisted the developer with the preparation of a Brownfields Site Rehabilitation Agreement (BSRA).

During expanded assessment activities, EE&G identified that the buried incineration debris was beneath two northern-adjoining properties (Civic Towers and St. Agustin Villas), which had been developed with multifamily residential structures. EE&G was retained by the City of Miami to conduct an emergency response Source Removal of impacted soils in the vicinity of a playground on the Civic Towers property. EE&G provided subsequent direction and assisted with preliminary negotiations between the City, the property owners and DERM to lay the groundwork for a future Restricted No Further Action on these residential properties.

EE&G participated in public meetings, made presentations for private/public stakeholders, and served as a liaison between the City and the regulatory agencies.

Bicentennial Park / Miami Art Museum City of Miami’s Brownfields Redevelopment Grant

EE&G’s staff has actual experience working on Bicentennial Park (and surrounding areas), under Evans, who conducted due diligence assessments on behalf of the City of Miami, which were funded by EPA-awarded Brownfields Assessment Grants.

EE&G’s designated Project Manager for this contract, Mr. Craig Clevenger, P.G., directly managed the due diligence assessment completed on the subject property, Bicentennial Park, and prepared the Phase I and Phase II Environmental Site Assessment Reports. Mr. Clevenger has actual knowledge of the environmental conditions that persist at the property, and the clearly understands and can help overcome the challenges faced by proposed redevelopment plans.

This property was historically the original Port of Miami. The northeastern portion of the property (and northern-adjoining property) was part of the Belcher Oil facility, which maintained numerous large aboveground and underground storage tanks (ASTs and USTs) for the storage and distribution of petroleum products. The western boundary of the property was developed with several gas stations, and surrounding facilities of concern included dry cleaning facilities, automotive repair facilities, print shops, the Miami Herald newspaper sites, and various commercial/industrial sites.

EE&G identified the presence of petroleum-affected soil and groundwater on the northern portion of the property, area-wide arsenic-affected surficial soils, and the presence of two improperly-abandoned USTs on the western boundary. EE&G permitted and properly removed the USTs in 2003, and completed a Tank Closure Assessment Report. Recommendations included expanded site assessment and proper management of the affected media coinciding with the proposed redevelopment plan. Additionally, EE&G recommended that this property be officially designated as a Brownfields Site in order to take advantage of the available financial (tax credits) and regulatory (RBCA closure) incentives.

EE&G has continued to provide environmental consulting services to the Miami Science and Art museums currently under development at the site as well as the contractors conducting the work at the site. Click Here to know more About Us. Go to our Careers page to check out the latest job openings.
