ASBESTOS-CONTAINING MATERIALS (ACM) at the Royal Embassy Condominium

EE&G conducted Asbestos Removal – Full Unit Decontamination and Remaining Popcorn Removal, Initial Bulk Sampling, Sr. Project Management, Background, and Final Air Clearance Testing at the Royal Embassy Condominium. This process involved the identification, removal, repair, and encapsulation of materials or products in the structures to eliminate the threat of exposure to toxic asbestos fibers.

Asbestos abatement began within 3 days after authorization and the final report was submitted within 3 days of the last site visit.

Task 1 – Abatement Contractor for Asbestos Removal

EE&G provided labor, materials, and equipment to do follow-up wet final cleaning removal and disposal of the asbestos-containing materials. Work was conducted following a pre-determined schedule of two workdays including clearance air testing and removal containment. EE&G also provided project supervision, under the supervision of a Florida-licensed Asbestos Consultant, for the removal of (ACM).

Task 2 – Initial Bulk, Background, and Final Air Clearance Testing

EE&G, a technician working under a Florida-licensed Asbestos Consultant, conducted emergency background air testing (as per EPA request) and conducted final clearance air monitoring and provide a final report for the removal and cleanup of (ACM).

After abatement concluded EE&G conducted final clearance air monitoring and provided the final report for the removal of (ACM).

Asbestos Abatement and Removal at Margate, Florida

EE&G provided labor, equipment, and materials to remove and dispose of AMC concrete water pipes in connection with the replacement of a portion of the city’s aging water mains. The work was conducted on an as-needed basis, as directed by Roadway Construction. The work was conducted in multiple locations over a 2-3 month period.

The removal of asbestos-containing concrete pipes was completed so the utility contractor could complete tie-in to the new water pipe system. EE&G also provided project oversight under the supervision of a Florida-licensed asbestos consultant, including a written project specification and work plan, project oversight including required air monitoring during the removal of asbestos-containing water pipe in accordance with project specification.

Removal of Asbestos Flooring Including PCM Clearance Testing

EE&G was retained by Transmission Electron Microscopy (TEM) to conduct a final air sample testing. The project included fiber and air analysis as well as removal and disposal of all asbestos-containing materials performed by EE&G Construction and Electrical. After the asbestos was successfully removed a final inspection was conducted to make sure that the cleared area was then safe to be reoccupied.

When dealing with asbestos removal and air clearing testing, the final inspection is believed to be the most important part of the process. The EE&G team focused on the following to make sure the area is safe for re-occupancy.

Timing

The asbestos air clearance is essential for properties such as spaces Pinecrest Plaza: Former Dry Cleaner Tenant Space. Final Air Sample Testing was conducted immediately after the asbestos removal. It was conducted before the abatement containment was taken down to make sure that the potential release of fibers in the air was prevented.

Air Sample Testing

EE&G collected all necessary air samples in the work area.

Asbestos Containing Materials

Some asbestos-containing materials included: former dry cleaner tenant space, black floor mastic underneath, black floor mastic underneath red and white, black floor mastic on red and white, and black HVAC mastic – Approximately 100 SF.

Phase Contrast Microscopy (PCM)

EE&G collected Transmission Electron Microscopy final clearance air samples in the work area under aggressive conditions. EMSL subsequently analyzed the samples using (TEM) techniques in accordance with the 40CFR763 AHERA Method. The airborne asbestos fiber levels for the five TEM Final Air Clearance samples collected and were determined to be less than 14.00 structures per millimeter squared. This means they presented no asbestos-related health hazards to future workers or tenants.

Other Measures

The EE&G technicians regulated and enclosed the work area that was being abated. The asbestos material collected was then placed into asbestos disposal waste bags, sealed, taken out through a waste decontamination unit, and finally stored in a specially labeled trailer or dumpster that was designed with a protective poly lining.

Asbestos Ceiling Tile Removal Including PCM Clearance Testing

EE&G was retained by the Festival Plaza Mall to conduct final air clearance testing for the subject asbestos abatement project in Oakland Park, Florida. The project was comprised of the removal of all asbestos-containing material. After the asbestos was successfully removed a final inspection was conducted to make sure that the cleared area was then safe to be reoccupied. When dealing with asbestos removal and air clearing testing, the final inspection is believed to be the most important part of the process. The EE&G team focused on the following to make sure the area was safe for re-occupancy.

Timing

The asbestos air clearance is essential for commercial properties such as the Festival Plaza Mall, following municipality and local regulations. The clearance was conducted immediately after the asbestos removal. It was conducted before the abatement containment was taken down to make sure that the potential release of fibers in the air was prevented.

Visual Inspection

The first part of the asbestos final air clearance testing is the visual inspection. EE&G examined the entire area to make sure that there was no dust or debris left behind. If the area had failed the visual inspection, the air clearance inspection would not have been carried forward. But in the case of the Festive Plaza Mall, the visual inspection was favorable and was followed by the air being sampled.

Air Clearance Testing

EE&G began the air clearance testing by collecting five different air samples in the work area with the help of high-volume air pumps that were able to draw air through 25 millimeters (mm) diameter. Once the total volume of 1200 liters of air was obtained, the collected air in the form of asbestos air cassette was placed onto the pump to begin the air sampling.

Phase Contrast Microscopy (PCM)

EE&G used Transmission Electron Microscopy techniques in accordance with the 40CFR763 AHERA Method. It is the former more commonly used method to conduct air clearance testing.

Air samples collected were analyzed in accordance with the National Institute of Occupational Safety and Health (NIOSH) using method 7400. The PCM analysis concluded that the fiber concentration for the air samples collected in this area was less than 0.005 f/cc. Therefore, the results obtained by the EE&G were found to be below the EPA standards. This means the results indicated a “pass” for the areas.

Other Measures

EE&G’ technicians regulated and enclosed the work area that was being abated. They utilized hand tools to pick and remove the asbestos-containing material and debris. The asbestos material collected was then placed into asbestos disposal waste bags, sealed, taken out through a waste decontamination unit, and finally stored in a specially labeled trailer or dumpster that was designed with a protective poly lining.
